Grey Structure Cost in Pakistan: Compare the Complete Scope

Define the grey-structure boundary: List — Every included civil-work item; Clarify — Services and external-work limits; Handover — Evidence for the next contractor

A grey-structure price is useful only when it states exactly where the contractor’s work ends. In Pakistan the term is used for packages with differing inclusions, so compare a written scope and measured quantities rather than assuming every quotation includes the same plumbing, conduits, plaster or external work.

Define the package before asking for a rate

Give bidders the same drawing revision and specification. Ask them to identify foundations, structural work, masonry and each additional civil-work item separately. Boundary walls, tanks, roof treatments, drainage, excavation disposal and service provisions should not remain implied by the words “grey structure.”

Never leave these implied: Ground works — Excavation and unusual conditions; Services — Pipes, conduits and tests included?; External work — Boundary, tanks and drainage included?
Scope question Required answer
Ground works What investigation, excavation, disposal and unusual-ground assumptions apply?
Concrete and steel Which drawings, specifications, testing and supervision are included?
Masonry and plaster Which walls and surfaces, with what material and finish requirements?
Concealed services Which pipes, conduits, tests and later connections are included?
External items Are boundary, gate foundations, tanks and site drainage separately priced?

Measure work instead of assuming quantities from marlas

Ask the estimator to explain the floor-area basis or bill of quantities. A basement, different structural layout or additional storey changes the work even if the plot label is unchanged. Use the measurement guide to distinguish plot area from charging area. Request the same units across competing offers.

No verified September 2026 market rate is supplied here. Obtain dated regional quotations showing price validity, transport, unloading, taxes and exclusions. The PBS December 2025 release offers historical construction-item data, not a current grey-structure contract price. A material index cannot price supervision, site constraints or an unresolved design.

Price quality controls explicitly

Ask who arranges and pays for inspections, sampling, laboratories and rejected-work correction. A low quotation that excludes these services is not directly comparable with one that includes them. Avoid choosing structural materials by a prestige label alone; the engineer’s requirements and traceable acceptance records are what must be delivered.

Grey-structure quote review: Measure — Confirm quantities or charging area; Align — Match drawings and quality controls; Resolve — Get written answers to exclusions

Include a plan for concrete protection and curing, safe material storage and coordination of embedded services. See the stage quality checklist for hold points. These controls should be understood before mobilisation, not negotiated while a pour is ready to start.

Plan the handoff to finishing

If a different team will finish the house, agree the condition in which the structure and service provisions will be handed over. Request inspection records, approved changes and locations of concealed work. Define responsibility for damage, temporary protection and defects discovered by the next contractor.

An illustrative scope gap is a conduit installed by one team with neither wiring nor final testing included in the next team’s price. A responsibility schedule exposes that gap before it becomes an argument. The package comparison guide covers this interface in more detail.

Keep the full-house budget visible

A grey structure is not an occupancy-ready home. Prepare the whole-house budget alongside it, including finishes, services, approvals and owner purchases. If finishing will be delayed, obtain a protection and restart plan from the responsible professionals rather than assuming unfinished work can be left indefinitely without consequences.

Before selecting a bidder, resolve exclusions and request a clarified written total. Retain the original quotation and every approved change. This is a budgeting checklist; foundation, structural and safety decisions remain with qualified project professionals.
